Epsom and Ewell Borough Council refused permission for a roof extension on a residential bungalow within the developed area. The proposal, which included the construction of dormer windows and a front gable extension, would convert the property from a detached bungalow to a family home.

D&M Planning argued that the Council had not given due regard to the character of the street scene in its refusal. It was argued that the character of the area was one of top heavy dwellings as evidenced by the significant roof slopes and tile hanging form. The Inspector agreed with the arguments made and allowed the appeal stating that some of the Council’s policies and guidance were considerably out of date.
